Emergencies are unexpected and can happen at any time. This guide is designed to help you prepare for such an event. Please take some time to familiarize yourself with this guide and its contents. Once familiar with procedures, you will be better prepared to protect yourself and others.
This document is not meant to cover every emergency that may happen. If you are unsure of what to do, please contact Campus Safety at 608-796-3911.
In the event of an emergency:
- Please take note of safety signs and evacuation routes.
- Follow instructions of staff, faculty, and/or emergency response teams.
In the event of an emergency, do you know what to do?
- Viterbo University community members should follow instructions and guidance outlined in the official Emergency Response Plan (View this page for a list of locations by building that have hard copies of the emergency response plan available).
- Whenever possible, get to a safe space before making a call or taking action.
- When in doubt, always call 911.
- Provide a thorough description of the incident to ensure that proper resources are dispatched. Do not hang up until the dispatcher tells you to do so.
- Perform CPR and first aid if trained. Those who are not trained may receive instruction on how to do CPR from the dispatcher.
- Have someone stand outside the building to flag down emergency personnel when they arrive.
- Once any injured have been treated and/or transported, follow applicable employee accident reporting/student accident reporting.
An active threat situation involves an individual or individuals actively attempting to harm or kill others, typically in a confined and populated area. If you become aware of an active threat on campus, take immediate action:
- Call 911 immediately if you are aware of any firearm, weapon, or active threat on campus.
- Contact campus safety.
- From a Viterbo phone: 3911

- If you see, hear, or are notified of an active threat/shooter on campus:
- RUN – Evacuate if possible.
- Exit the building immediately if it is safe to do so.
- If you see the threat, run away from the danger – move in the opposite direction.
- Assist individuals with disabilities or special needs. If you cannot, provide their location to emergency personnel.
- Call 911 if you have not already done so. If possible, give the location of the incident, the type of weapon being used, and a physical description of the active threat/shooter.
- Prevent others from entering the building. Each classroom and meeting space has a sign near the door with address information.
- HIDE – Shelter in place if evacuation is not possible.
- Find a secure location behind a locked or barricaded door (use anything that is available in the room). Implement the Nightlock device if available.
- Turn off lights, close blinds or curtains, silence phones and other electronic devices. Be as quiet as possible.
- Hide in a closet, under a desk, behind furniture, etc.
- FIGHT – Engage only as a last resort.
- If your life is in immediate danger and no other options exist, be prepared to defend yourself.
- Act with aggression. Yell, throw objects, and use improvised weapons.
- Commit to stopping the threat by any means necessary.
- RUN – Evacuate if possible.
- If you are concerned about a person’s safety following the consumption and/or ingestion of alcohol or drugs, call 911 and/or take the person to a hospital emergency room if you are comfortable doing so.

- Place the person on their left side in the recovery position to prevent choking if they vomit. Don’t leave them unattended to “sleep it off.”
- If assisting someone who is intoxicated, escort them home safely and make sure they are securely inside. Do not let an intoxicated person go outside or be left outside alone.
- In the case of a potential drug overdose, Narcan is located in each AED, with Resident Assistants (RAs), and in the following offices: counseling services, FAC Box Office, health services, residence life and campus safety and security.
- Medical Amnesty Policy: In cases involving suspected drug or alcohol overdose, Viterbo’s top priority is the individual’s health and safety – not disciplinary action or legal consequences. Following an incident, please submit a report online.
- Remain calm. Most robbers do not wish to harm; they are only interested in money or property. When you are calm, you reduce the risk of the robber becoming agitated or dangerous. You are also more likely to get an accurate description. Make no sudden moves and don’t try to be heroic.
- Quickly give the robber exactly what they want. Don’t take unnecessary chances with your life.
- Do not argue, fight, surprise, or attempt to use weapons against a robber. Additional provocation on your part could make the situation worse.
- Note as many details as possible until you can write them down. Glance at the weapon long enough to identify it. If possible, then, look at the robber and get height, weight, hair color, eye color, skin color, and clothing. If a vehicle is involved, get the license plate number, color, make, and model, if possible.
- When you are in a safe place, call 911.

Bomb Threat
- By phone:
- Try to keep the caller on the line.
- If possible, write a note to have someone call 911 from another phone.
- Do not hang up. Further instructions may be given.
- Remain calm and courteous.
- Record and report the caller ID information provided, the caller’s exact words, and the time of the call.
- Ask and record the answers to questions:
- When will the bomb explode?
- Where is it right now?
- What type of bomb is it and what does it look like?
- What will cause the bomb to explode?
- Did you place the bomb and why?
- What is your address?
- What is your name?
- Write the exact wording of threats.
- If you receive a bomb threat in written form, call 911 and be prepared to tell police about the location of bomb and when it will explode. Do not hang up; further instructions may be given. Do not touch or move it.

Suspicious Package or Devices
- If you see a suspicious package or suspicious device (boxes, envelopes, etc.), do not touch it, tamper with it, or move it.
- Radios and cell phones should not be in use near the package or device and should remain at least 50 feet away.
- Using either a landline or, once you are 50 feet away, a cell phone, call 911 immediately. Next call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- Evacuate the building using areas and exits that are NOT near the device. When evacuating, leave everything as is. Leave room doors unlocked.
- Tips for identifying suspicious packages or devices:
- excessive postage
- handwritten or poorly typed address
- excessive weight
- foreign mail, air mail, or special deliveries
- incorrect titles
- no return address
- oily stains or discoloration on package
- protruding wires or tinfoil
- restrictive markings such as “Confidential” or “Personal”
- rigid, lopsided, or uneven envelope
- visual distractions
- excessive tape or string
- Definition: engaging in a course of conduct directed at a specific person that would cause a reasonable person to fear for their safety, or the safety of others, or suffer emotional distress.
- Call 911 if in immediate danger.

- Report this information:
- Your specific location
- The name of the stalker, if known
- Physical description of the stalker (or identifying details, in the event of cyberstalking), including a description of their clothing and other identifying features.
- Stalker’s license plate number, if known
- Stalker’s address and phone number (or usernames or handles, if virtual), if known
- Save any phone, digital, electronic, or other messages sent by the stalker.
- Call 911 and report the incident. Write down the police report/incident number and keep with your records. Report incident through Viterbo Speaks Up.
- If necessary, seek medical attention. Have injuries documented and photographed.
- Go to a safe place such as a friend or family member’s home or a domestic violence shelter, such as New Horizons.
- Crisis Lines: phone: 1-888-231-0066, text: 608-667-9944.
- Seek the support of caring people. Tell someone you trust about the abuse—a friend, a family member, a neighbor, a co-worker, or staff members of support agencies. Talk to them in a private, safe place.
- Talk with a professional at one of these or another support agency: Viterbo counseling services, Viterbo health services, Viterbo campus safety, Mayo Franciscan Healthcare Safe Path Domestic Abuse and Sexual Violence Services, or Gundersen Health System Domestic Abuse and Sexual Assault Services. These services offer confidential help.
- Have a safety plan. If your friend, spouse, or partner is abusive, have a plan to protect yourself and/or your children in case you need to leave quickly. Campus safety can assist in creating a safety plan with you.
- File for a protective order that tells the offender to stay away from you with the La Crosse Police Department. Campus safety can assist in this process.
Evacuation Procedures
An evacuation should occur when a building/fire alarm sounds or is announced via phone system, emergency notification system, email, Website, or other communication device. Leave the building immediately by the nearest marked exit and alert others to do the same.
- Close, but do not lock the doors.
- Turn off the lights.
- Take any personal belongings such as purses or backpacks with you. Do not re-enter the building for any reason.
- Assist individuals with disabilities/special needs.
- Do not use elevators to exit the building during fires.
- Follow directions of Emergency Personnel
Once outside, move to a clear area that is at least 500 feet away from the affected building.
- Keep streets, fire lands, hydrant areas, and walkways clear for emergency vehicles and personnel. (It is important that everyone has exited the building and is accounted for).

Do not return to the building unless instructed to by authorized personnel.
Evacuation of Persons with Disabilities
- If you are unable to leave the building due to a physical disability:
- Go to the nearest area where there are no hazards.
- Call 911 or Campus Safety at 608-796-3911 and provide location details.
- To evacuate persons who are mobility impaired:
- Inform individuals of the situation.
- Always ask how you can help.
- Move debris if necessary/possible to allow safe escape route.
- If unable to exit, block the bottom of the door with sweatshirts/towels to prevent smoke/debris from entering and contact emergency personnel with the location.
Assisting the mobility impaired:
- Elevators should not be used.
- Inform the person of the situation and ask how you can help.
- Evacuate the person according to their instructions, if possible.
- If it is not possible to evacuate the person, assist in moving them to as safe an area as possible (an interior room or enclosed stairwell).
- Advise emergency personnel of the person’s location once you have exited the building.
Secure (Get Inside. Lock Outside Doors)
- Secure is called when there is a threat or hazard outside the building.
- Students:
- Return to inside of building

- Recover students, visitors, and staff from outside of building
- Lock exterior doors
- Increase situational awareness
- Account for students, visitors, and others
- Do business as usual.
Lockdown Procedures
- On Viterbo University’s campus, a lockdown means that doors on campus are locked but university members can still scan in using their IDs. A lock out means that all campus doors are locked and card access is deactivated.
- A lockdown is a way to rapidly enhance the level of security in a building. Locking exterior and interior doors can make it more difficult for an intruder or other type of threat to access students and employees.
- When a lockdown occurs, Viterbo University is required by law to initiate emergency notification via one or more of the following methods: email message, phone call, text message, Viterbo website and social media accounts, display monitor message, public address system. These notifications will be sent through RAVE.
- When a lockdown occurs you should:
- Students:
- Move away from sight
- Maintain silence
- Prepare to evade or defend.
- Faculty and Staff
- Recover people from hallway if it is safe to do so
- Lock classroom or meeting space door with Nightlock Device
- Lights out
- Move way from sight
- Maintain silence
- Do not open the door
- Prepare to evade or defend
- immediately go into the nearest room you feel is safe. Quickly encourage others to join you.
- lock and barricade the door. Night Lock devices can be used for this purpose. They are available in most space on campus.
- turn off all lights.
- cover all windows with blinds, curtains, etc.
- remain silent, silence cellphones, and turn off radios, televisions, and other devices that emit sounds.
- keep away from windows and doors.
- hide/conceal yourself the best you can.
- stay in the room until the all clear is given by emergency personnel or until the police instruct you to exit.
- If the fire alarm sounds, DO NOT exit your safe area as it may be a ploy by an armed/hostile intruder. Remain locked down unless there is smoke and/or fire in your location.
- Students:
- If someone is injured, follow these steps when it is safe to do so:
- Call 911 with a room number and address using the laminated signs near the doors of most spaces on campus.
- Call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- Place a sign in an exterior window to identify the location of injured people.
Shelter-in-place Procedures (State Hazard and Safety Strategy)
- Defined: shelter-in-place is the use of any classroom, office, or building to provide temporary shelter.
- To shelter-in-place:
- Move indoors and remain there. Pick a room with the fewest number of windows, vents. Etc.
- If possible, take a smartphone, computer, radio, or television with you to monitor the emergency.
- Do not call 911 for information; keep phone lines open for emergency personnel.
- To shelter-in-place during a severe thunderstorm, tornado, or related warning:
- Go to the lowest level of the building.
- Go to an interior room or hallway and stay away from windows.
- Use arms to protect head and neck in a “drop and tuck” position.
- If unable to get inside, lie in a ditch area or near a strong building. Use what you have available to protect your head, neck, face, and eyes (arms, jacket, backpack).
- To shelter-in-place for hazardous materials:
- Select a room(s) that is easy to seal, and does not contain mechanical equipment like vents, blowers, or pipes.
- If possible, pick a space with a water supply and access to restrooms.
- Remain sheltered-in-place until the all clear is given by emergency personnel.
- To shelter in place for incidents and situations. Examples: dangerous incident in the surrounding neighborhood, dangerous incident at a nearby school, any situation in which keeping students and employees inside is the safest alternative:
- Move indoors and remain there. In most cases, maintain normal indoor activities.
- Follow instructions of authorities.
- See campus website, campus email, and/or local media.
- Remain indoors until emergency personnel give the "all clear."
- Activate the nearest fire alarm if it is not sounding already.
- Call 911 and calmly provide your name, the building address (found on laminated signs near each room entrance), and location of fire, smoke, or explosion.
- Call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- If possible, assist persons with disabilities/special needs and/or provide their location to emergency responders. Notify fire personnel if you know someone is trapped.
- Immediately exit the building, leaving belongings and closing doors behind you. Do not use elevators and keep fire doors closed.
- If caught in smoke, drop to your knees and crawl to the closest safe exit. Breathe through your nose. Cover it with a towel or shirt if possible.
- Upon exiting the building proceed to its designated outdoor rally point.
- If trapped in a building, close all windows and doors. Place wet or dry cloth material under door to prevent smoke from entering. Attempt to signal people outside the building. Call 911 to notify responders of your location.
- Never reenter a building until an “all clear” signal is given by authorized emergency personnel.
- Cease using all electrical equipment.
- Call 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone. Campus safety will contact physical plant and secure the location.
- Outside of normal business hours, call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- If evacuation is ordered, follow the evacuation procedures.
- Call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone. In the absence of an immediate threat to health or safety, submit a report via Viterbo Speaks Up. When in doubt regarding the type of form to submit, submit a campus safety report.
- Call La Crosse Police Department non-emergency dispatch at 608-782-7575.
- Report harassment to internet service provider and/or cell phone service provider.
- Block messages from sender.
- If you receive a threat by phone or a profane phone call:
- check for caller ID information.
- write down caller’s exact words and the time of the call.
- then hang up and call authorities.
- Save any harassing messages.
A known or unknown substance spill
- Avoid direct contact with the material
- Evacuate the area/building

Natural Gas Leak or Unknown Odor
- Follow evacuation procedure to evacuate the building
- Call 911 and report the incident
- Contact Campus Safety at 608-796-3911
Chemical Spill/Natual Gas Leak Outside or in Vicinity of Campus Buildings
- Hazardous materials leaks in the area surrounding Campus could produce dangerous conditions.
- In the event of a hazardous material/gas leak that impinges on a Campus location a message will be distributed to direct personnel in buildings impacted to follow Shelter-in-Place Procedures.
Blood Pathogens Exposure
- Contact Campus Safety at 608-796-3911.
- Don’t Touch It – Treat all human blood and body fluids as if known to be infectious for HIV, HBV, and other bloodborne pathogens.
- Wear Gloves – always wear gloves when touching blood or bodily fluids, mucous membranes, or non-intact skin of an individual or when handling items or surfaces with blood or bodily fluids.
- Exposures – If exposed to blood or bodily fluids, wash the exposed body part with soap and water or flush water for 15 minutes if exposed to eyes, nose, or mouth.
- Clean Up – Contact Campus Safety at 608-796-3911 for appropriate personnel to clean up and disposal of contaminants.
- Report – Report the incident via Viterbo Speaks Up.
- If you are aware of a hostage situation, call 911 immediately. Provide information on the number of individuals involved, the individuals' features, clothing, and vehicle, building and location, and whether they are carrying a weapon or package, etc.
- Call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- If you are taken hostage, follow the instructions of the hostage taker. Remain calm. Do not antagonize the hostage taker. Ask permission to speak, do not argue or make suggestions.
- Suspicious or questionable persons should be reported to the La Crosse Police Department at 911 or campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
General
- Call 911 if necessary.
- Be prepared to provide this information:
- Where is the emergency?
- What happened?
- What is the condition of the affected person(s)?
- What is currently being done?
- Are there any dangerous conditions nearby?
- Be prepared to provide this information:
- Call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- Perform first aid and/or CPR as needed, to your level of training.
- Tell someone to stand outside the building or area and flag down emergency personnel as they arrive.
- Once any injured have been treated and transported, fill out the Student Accident Reporting Form or the Employee Accident Reporting Form
Severely Injured, Ill, or Unconscious Person
- Call 911 – always err on the side of safety.
- Notify Campus Safety at 608-796-3911.
- If possible, have someone meet an escort emergency responder to the scene.
- Automated External Defibrillators (AEDs), are available in each building and with Security Personnel.
Questionable Severity
- If you are unsure how ill or injured a person is, call 911 immediately, then notify Campus Safety at 608-796-3911. Always err on the side of safety.
- A person may refuse transport in an ambulance, and if so might sign off with the ambulance personnel.
- If a a person refuses transport and signs with the ambulance personnel, but still needs transportation to a medical facility for treatment, a friend, classmate, family member, taxi service, or Campus Safety personnel may transport to the medical facility. Once a person signs off with ambulance personnel, it is no longer considered a medical emergency.
Person is conscious and alert but may need medical attention
- Ask if person needs an ambulance; if person says no, encourage person to seek medical follow-up. If person is a minor, call 911 for any medical situation.
- A friend, classmate, family member, taxi service, or Campus Safety personnel may transport to the hospital.
- Notify Campus Safety at 608-796—3911
- If you are aware of an abduction, call 911 immediately. If you believe a student is missing, contact campus safety immediately.
- Be prepared to provide police with number, description, demands, and instructions of abductor(s); name(s) of person(s) abducted.
- If a vehicle is involved, attempt to obtain license plate number, make, model, direction of travel, etc.
- Call campus safety with information on abduction or missing student at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- If you are abducted, follow the instructions of the abductor. Remain calm. Treat the abductor with respect. Ask permission to speak
,; do not argue or make suggestions. - Viterbo will notify law enforcement and emergency contact if a student living on campus has been missing for 24 hours.
- Viterbo will notify custodial parent or legal guardian if a student under the age of 18 and living on campus has been missing for 24 hours.
- Call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- Campus safety will contact physical plant to determine next steps.
- Campus safety or designee will send RAVE messaging to the campus community announcing loss of power and any additional information while awaiting power restoration.
- Community members are to follow instructions of campus safety, physical plant, or other emergency personnel. This could include a recommendation that everyone either remains in place or evacuates space.
- The timeframe to restore power may not immediately be available.
- Power outages could affect building systems; lighting, heating, cooling, hot water, security, computers, phones, and food services.
- Back-up natural gas generators will provide power to run emergency lighting in hallways and stairwells in Reinhart Center, School of Nursing, Fine Arts Center, Brophy Center, Murphy Center, and Bonaventure Hall.
- Bonaventure Hall generator will keep kitchen equipment, freezer, coolers, ice machine, and heating equipment for Bonaventure Hall and the Student Union running.
- If there is an immediate threat to health and safety, move to a safe place and call 911. Provide the address, location, and other details to the dispatcher. After calling 911, call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- If there is not an immediate threat to health and safety, call campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- Do not become involved in the situation.
- In the event of a civil disturbance or an unauthorized protest, Viterbo administration may cancel or delay classes/activities; remove, contain, or isolate disruptive persons; request police intervention; lock buildings for safety, or take other additional measures as deemed appropriate or necessary.
- Get to a safe place whenever possible.
- Get medical care, if needed. In order to preserve evidence, it is recommended to not shower or use restroom facilities until medical care can be provided. You can get medical care at any hospital emergency room. If you are 18 years or older, you can get treatment for your immediate injuries without filing a police report.
- To get support and assistance with the assault process, you should consider calling as soon as possible one of these 24 hour services: Mayo Safe Path Domestic Abuse and Sexual Assault Services, 608-392-7804 or 1-800-362-5454, extension 7804; Mayo Sexual Assault Nurse Examiner (SANE) Program, 608-392-7804 or 1-800-362-5454, extension 7804; or Gundersen Sexual Assault Services Crisis Line, 608-775-5950 or 1-800-362-9567, extension 55950.
- Tell someone you can trust: a counselor, a friend, a relative, a medical provider, a minister, the police, an RA, or a residence life area coordinator. Note: all Viterbo personnel with the exception of the chaplain and counseling services staff are mandatory reporters and will need to report incidents of sexual misconduct.
- If you intend to report the assault or leave this option open in the future, physical specimens collected soon after the assault/rape will be valuable evidence. If you plan to obtain medical care, do not shower, bathe, wash your hands, eat, drink, or brush your teeth; avoid urinating or defecating until care is provided if possible. Place each item of clothing in a separate paper bag (no plastic). Leave the area where the assault occurred undisturbed.
- You make the decision when and how to utilize law enforcement. However, the longer you wait to report the assault, the greater the likelihood that valuable evidence (e.g., DNA, collaborative interviews from witnesses) may be lost. Evidence collection is done in the county where the assault occurred, usually within the first 72 hours following the assault (the earlier, the better). You have three ways to contact law enforcement:
- Call 911 if an emergency, or if not emergent, call the police department dispatch where the crime occurred.
- Go to the police station in the jurisdiction where the assault occurred to file a police report.
- If you go to the hospital, ask that they notify the police.
On-campus resources can help you through this process including the Title IX Office and Campus Safety. Incidents can be reported via the Viterbo Speaks Up website.
Immediate Threat (Violent outburst, weapons seen, physical altercations, etc.)
- Call 911 – give name, location and description of situation
- Call Campus Safety at 608-796-3911
- Do not personally intervene.
- If possible, keep others from entering the area.
Moderate Threat (raised voices, verbal altercation, suspicious behavior, etc.)
- Call Campus Safety at 608-796-3911
- Report incident with specific location and what is occurring.
- Calmly describe person’s actions and appearance
- Do not personally intervene.
Concern of Potential Threat or Violence
- Contact campus safety at 608-796-3911
- Submit a report via the Viterbo Speaks Up online reporting platform.
Any one or more of these methods of communication may be used for warning and/or notification in the event of an emergency:

- Viterbo students and employees are responsible for maintaining emergency contact information on VitNet Self-Service and emergency phone notification access via this form.
- If you hear thunder, you are close enough to the thunderstorm to be struck by lightning.
- Immediately go to safe shelter—a sturdy building or automobile, if a building is not nearby.
- Do not take shelter in small sheds or under trees.
- Telephone lines and metal pipes can conduct electricity from lightning.
- Unplug appliances not necessary for weather information.
- Avoid using landline telephones or electrical appliances including computers, televisions, gaming systems, etc.
- Avoid bathing, showering, or being in contact with plumbing fixtures. You may continue with normal activities.
- A severe thunderstorm/tornado watch means atmospheric conditions are favorable for the development of severe thunderstorms/tornadoes. You should continue with normal activities, but closely monitor weather information.
- A severe thunderstorm/tornado warning means severe thunderstorm activity is occurring (indicated by radar or reported by law enforcement and/or weather spotters) or is imminent. If the warning is for your location, you should quickly move to a place of safety.
- When severe thunderstorm/tornado warnings are issued, you should seek immediate shelter away from windows, preferably in interior hallways on the lowest floor possible. If outdoors, move immediately to the nearest building and seek shelter there.
- Do not open windows.
- Do not use elevators.
- If unable to get inside, lie in a ditch area or near a well-built building, use arms to protect head and neck in a “drop and tuck” position, use jacket/cap/backpack/etc., to protect face and eyes.
- Report any injuries or damage by calling campus safety at 3911 if using a Viterbo phone; 608-796-3911 if using a non-Viterbo phone.
- DO NOT call 911 unless you need to report an emergency, such as a fire, medical emergency, or severe building damage. The 911 lines need to be kept open and available for emergency calls. If you accidentally call 911, do not hang up—remain on the line until someone picks up and let them know of the accidental dial.
